Where can you fly a drone in Germany – and where not? Check the official geographical UAS zones under Section 21h of the German Air Traffic Regulations on our live map, with data from the German air navigation service DFS – plus local rules for Rostock and Warnemünde, flight weather and the golden hour.
Around 600,000 cruise passengers come ashore in Warnemünde every year – many with a drone in their luggage. This is what you need before your first flight in Germany.
Register in the EU first
Visitors from outside the EU – including the UK and the US – must register as a drone operator in the first EU country where they intend to fly. In Germany that is the Federal Aviation Office (LBA). A UK CAA or US FAA registration is not valid here. Put your e-ID on the drone and enter it into its Remote ID.
EASA FAQ · Art. 41 Regulation (EU) 2019/945
Get the EU drone certificate
For drones from 250 g and for class C1, you need at least the EU proof of competency A1/A3 – an online course with a test. Pilot certificates from outside the EU are not recognised, so take the course before you travel.
Implementing Regulation (EU) 2019/947
Insurance is mandatory
In Germany, every drone needs third-party liability insurance – regardless of weight or purpose. Check whether your policy covers drones abroad and carry proof with you.
Section 43 LuftVG
No flying over the beach in summer
From 1 April to 15 October, flying over Rostock’s bathing beaches during bathing hours is not allowed. Taking off and landing on the beach also needs a permit from the city. The Stoltera cliffs west of Warnemünde are off limits all year.
Section 21h (3) LuftVO · Rostock beach bylaw
Stay clear of ships and the terminal
The sea canal and the Warnow are federal waterways: keep 100 m lateral distance and never fly over ships. The pier, the cruise terminal, ferries and the overseas port are therefore off limits without permission – and taking off from the ship itself is not an option.
Section 21h (3) LuftVO
Under 250 g? Still check
Small C0 drones under 250 g need no certificate. If your drone has a camera, you still have to register – and all zone rules, distances and the 120 m height limit apply.

04 · Zone types
Where the limits are.
The LuftVO distinguishes numerous types of zones. The most important groups at a glance.
Air traffic
Airports, airfields, control zones and restricted areas. In control zones, clearance from air traffic control is usually required.
Settlements & people
Residential properties, outdoor pools and beaches as well as hospitals.
Nature
National parks, nature reserves, Habitats Directive sites and bird sanctuaries.
Infrastructure
Industrial facilities, power plants, substations, power lines and wind farms.
Security & authorities
Public authorities, police, security agencies, prisons and high-security laboratories.
Transport routes
Motorways, federal roads, railway facilities, inland and maritime waterways and shipping facilities.
The groups correspond to the layers of the dipul map service under Section 21h (3) and (4) LuftVO. Whether and under which conditions operation is possible depends on the zone, the operating category and the drone – dipul provides the details for every single zone.
05 · Local guide
Flying drones in Rostock & Warnemünde.
Beach, port, nature reserves and an airport with a control zone: many types of zones meet around Rostock. What specifically applies here – from our everyday work as local drone pilots.
Beach & bathing season
Flying over bathing beaches is not permitted during bathing hours. Rostock’s beach bylaw sets the bathing season from 1 April to 15 October and additionally requires a permit to take off and land on the beach – depending on the section, from the Rostock & Warnemünde tourist board or the city forestry office.
The Stoltera cliffs west of Diedrichshagen (beach sections 29 to 40) are a nature reserve and Natura 2000 site. According to the beach bylaw, overflying, take-off and landing of aircraft of any kind are prohibited there, and no exemption is granted. For other protected areas, e.g. in the Rostocker Heide forest: generally only with the consent of the nature conservation authority.
The sea canal and the lower Warnow are federal waterways: a lateral distance of 100 m applies, and crossing is only allowed at a height of at least 100 m – without overflying ships or shipping facilities. Cruise ships at the Warnemünde terminal, ferries and the overseas port are therefore off limits without the consent of the competent authority. Industrial sites in the port also require 100 m distance.
Section 21h (3) Nos. 3 and 5 LuftVO
Rostock-Laage Airport
South of Rostock lies Rostock-Laage Airport, shared by civil aviation and the German Air Force. Within 1,000 m of the airport, operation is only possible in the specific category; in the control zone, every flight needs an air traffic control clearance. The general clearance by DFS in force since August 2026 only applies at the 15 DFS airports – Laage is not one of them. So always request clearance in advance.
During Hanse Sail in August, fireworks and city festivals: assemblies of people must not be overflown in the open category. Temporary flight restrictions may also be issued at short notice for major events – switch on the “Temporary restrictions” layer on the map and check again shortly before take-off. Professional footage is usually only possible with a permit and in coordination with the organiser.
Over residential property, a drone with a camera or above 250 g may only fly with the consent of those affected – or at a height of at least 100 m under strict conditions. A lateral distance of 100 m applies to hospitals, authorities, police and prisons. In Rostock’s city centre and in Warnemünde, this affects many streets.
With our state permit under Section 21i LuftVO, we can also fly in Mecklenburg-Western Pomerania in geographical zones that are closed without a permit: over residential property and bathing beaches, close to industrial sites, federal waterways and railway lines – always under the conditions of the permit and in coordination with the authorities concerned.
§ 21i LuftVOState permit MV for geographical UAS zones, valid until the end of 2027
ED-R Hohe DüneTransit permit from the Federal Supervisory Authority for Air Navigation Services (BAF) for the restricted area in Warnemünde

07 · FAQ
Good to know.
The key answers on drone licence, registration, insurance and distances – short and clear.
01
I live outside the EU – can I fly my drone in Germany?
Yes, if you register as a drone operator with the German Federal Aviation Office (LBA) – or with the first EU country where you fly –, hold the EU proof of competency A1/A3 for drones from 250 g, have liability insurance and follow the geographical zone rules shown on the map above.
02
Is my UK CAA or US FAA registration valid in Germany?
No. In the EU, only an EU operator registration and EU pilot certificates are accepted. Register online with the LBA and take the A1/A3 online course before you travel; the registration then applies in all EU countries.
03
Can I fly from the cruise ship or at the terminal in Warnemünde?
Not without permission. The sea canal and the Warnow are federal waterways: a lateral distance of 100 m applies and ships and shipping facilities must not be overflown. The cruise terminal, the pier and the ferries are therefore off limits for hobby pilots.
04
Where can I fly near Warnemünde?
There is no official drone spot. Avoid the bathing beach during the season, the waterway, the Stoltera cliffs, residential property and the Rostock-Laage control zone. Check the exact spot on the map above, read the conditions for every zone on dipul and check the weather – the coast is often windy.
05
Do I need a drone licence?
For drones with a take-off mass of 250 g or more and for class C1 drones, you need at least the EU proof of competency A1/A3 – an online course with a test at the German Federal Aviation Office (LBA). For subcategory A2 (class C2, closer to people), the EU remote pilot certificate A2 is also required. No proof is required for drones under 250 g or class C0 – but you still have to know the rules.
06
Do I have to register my drone – what is the e-ID?
Yes, if your drone weighs 250 g or more or has a camera or other sensor able to capture personal data (toys excepted). You register online with the LBA as an operator and receive an e-ID. It must be clearly displayed on each of your drones and, for drones with remote identification (Remote ID), also entered into the drone.
07
What do classes C0 to C4 mean?
The class label determines where and how close to people a drone may fly: C0 (under 250 g) and C1 (under 900 g) in subcategory A1, C2 (under 4 kg) in A2, C3 and C4 (under 25 kg) in A3. Since 1 January 2024, drones without a class label may only be operated in A1 (under 250 g) or A3 (250 g to 25 kg).
08
Is insurance mandatory?
Yes. In Germany, every drone needs liability insurance – regardless of weight and purpose. Many private liability policies exclude drones or only cover light models, so check the terms. For commissioned flights, dedicated aviation liability insurance is customary.
09
May I fly over people?
Never over assemblies of people – this is excluded in the open category. Uninvolved persons may only be overflown with very light drones (class C0 or under 250 g), not deliberately with C1 drones. In A2, a distance of 30 m from uninvolved persons applies (5 m in low-speed mode); in A3, no uninvolved persons may be present in the flight area.
10
What minimum distances apply?
Depending on the subcategory, 30 m from uninvolved persons in A2 and 150 m from residential, commercial, industrial and recreational areas in A3. In addition, the geographical zones under Section 21h LuftVO apply, for example 100 m lateral distance from motorways, federal roads, railways and federal waterways as well as from hospitals, authorities and industrial sites, 1.5 km from airfields and 1,000 m from airports. The map above shows all zones.
11
How high may I fly?
In the open category, a maximum of 120 m above ground and always within direct line of sight. Flying higher or beyond line of sight requires an authorisation in the specific category. In control zones, the heights in the air traffic control clearance also apply.
12
May I fly over residential property?
Only under conditions: with the consent of the owners or occupants, with a drone up to 250 g without camera, microphone or radio recording, or at a height of at least 100 m – but then only for a legitimate purpose, with prior notice and not between 10 pm and 6 am.
13
May I fly in a control zone?
Only with an air traffic control clearance. At the 15 airports where DFS provides aerodrome control, a general clearance for low flights in the outer part of the control zone has applied since 6 August 2026, with height limits graded by zone. In the inner part and above these limits, an individual clearance via the DFS portal is required. At military-controlled airfields such as Rostock-Laage, clearance must always be requested directly.
14
May I fly on the beach in Warnemünde?
Not over the bathing beach during bathing hours. Rostock’s beach bylaw also requires a permit to take off and land on the beach, and flying is completely prohibited at the Stoltera cliffs. Outside bathing hours, overflying is permitted under aviation law – but the sea canal, pier and cruise terminal remain restricted because of the federal waterway.
15
Do I need a permit for commissioned flights?
Under EU law, it does not matter whether you fly privately or commercially – what counts is the risk. Flights within the open category need no operational authorisation. Anything beyond that – e.g. closer to people, with heavier drones or beyond line of sight – falls into the specific category and requires an authorisation from the LBA or a declaration for a standard scenario. Geographical zones may require additional consent.
16
When is the golden hour?
Shortly after sunrise and before sunset, when the sun is between about −4° and +6° above the horizon. In Rostock, it lasts around an hour or longer depending on the season. The calculator above shows the exact times for any place and day – also as an event for your calendar.
